Currently SONiC supports the steering of IPv6 traffic over SRv6 SID List.
This PR adds the support to steering of IPv4 traffic over SRv6 SID list.

This PR has been already merged into FRR mainline (FRRouting/frr#17988).

@BYGX-wcr No, this one has been merged after the FRR 10.3 branch was created so will come in the release after.

LGTM, since it is not part of FRR 10.3, we need to take this change in as a patch anyway
