Prevents overwriting existing work when restarting stages through PM Chat. The workspace is only copied from the base iteration when the iteration is first created and has a Draft status.
Move feedback loading logic from individual stages to the executor. This ensures all stages receive stored feedback when restarted via PM Chat, fixing the issue where feedback wasn't being found due to incorrect stage association.
