chore(web): Turbopack builds

Enables turb0pack for product web builds.

Two notes:

1. Was hitting a build error described in [Turbopack] Build: The high bits of the position 1401321 are not all 0s or 1s: 1 vercel/next.js#82584 , so workaround was to disable turbopackScopeHoisting.
2. Upgraded the sentry package to latest as it only has supported turbopack recently.
