This is required when using this module as a library in another application.
SPIRE 1.12.4 builds against a specific commit of the spire-plugin-sdk from its 'next' branch. If we add this module as a dependency of SPIRE, the Go module system upgrades the plugin SDK to the latest version, v1.14.0, presumably because it can't find another sensible common version. This brings in various other unwanted dependency bumps. To keep things simple in SPIRE, sync the plugin SDK version here. Note that this was not an issue previously because this plugin was used as a binary.
This is required to implement the Config service in the SPIRE plugin SDK since v1.11.0
