SugarDockerized Xdebug and PHP.ini refresh

Xdebug required a few changes to be applied to the pre-compiled images to work.
Also made adjustments to PHP.ini (docker.ini) to comply with some specific SugarCloud configs for compatibility.

SugarCRM Developers Docker Images

In this release, we provide instances for Sugar v12 and v13 compatible with their respective Supported Platforms PHP 8.0 and PHP 8.2.
Those images are hosted in DockerHub and have been decoupled for easy usage through docker composer.
