What
Synchronize the current Stable 2.9.1 release history back into the dev integration branch.
Why
main and dev diverged after the 2.9.x fixes landed. New work must branch from dev, so dev needs the released fixes before the Steer queue regression can be fixed without dropping shipped behavior.
