Release Candidate 3.1.7 for Minecraft 1.7.10

Ok, I lied. 313 wasn't fixed enough to be the final prerelease, so here's 317. Plots can be named, the owner of a plot cannot be dethroned or undersold, and a whole hive of bugs have been squished.

The final pre-release! I'm happy enough with this to call it almost finished. It just needs to be bug-tested a little bit more, but there shouldn't be any fatal problems.

Credits are halfway implemented. Everyone has an infinite wallet at the moment.

Plots should be working as expected however.

Release Candidate 2 for Minecraft 1.7.10

Plot editor lists now support offline players as add / remove targets.
Also, aliases and set / unset confirmations are working.
The plugin should be considered fully operational at this point, however two important goals are not yet reached:

• integration with credits
• config file
