feat(i18n): 引入多语言框架并提取界面文案

i18n.py：从locales/*.json加载资源，t(key)翻译 + 运行时set_language，缺失键回退到默认语言再回退到键本身；locales/zh_CN.json与locales/en_US.json（菜单/动作/待办/状态等键，键集一致）；config.py新增language并持久化；t()取文案；设置中心新增语言选择。验收
