Flag bottles as needing rebuilding
Why?
Since there aren't any bottles published on this tap, any commit (and PR) is enough. Once we label the PR as
pr-pull, the pr-pull workflow will publish bottles, update thebottleblock accordingly, and close the PR. If there were already bottles in place that needed rebuilding, this would be the way to do it.Checklist
