Faster execution speed & Byond Client Download

[SyncIt21]

• Removes 1 REST API call. We can access the issue body directly via context and don't need to retrive it via octokit.
• Byond client version is now replaced with links to downloading those respective byond versions on both windows & linux
• Retrieve the octokit only if the issue body matches the regix. Else early return
