First release since the split woohoo!

Here are the changes:

• The banner has been split to a different project : uwelcome. If you were more interested by the configurable banner rather than the ublue translatable messages, you should definitely check it out 👍
• Config rewamp : the tips-presets (dear god) were renamed to tags, and that's the only thing remaining in the config file. Moreover, its config file is now system only and is located at /etc/ublue-os/tags.json. More on that in the docs.
• Added some safety measures - error handling + duplicate checking

Misc :

• I also ran go fix to get the code to up-to-date standards.
• I saw spacing issues in Bluefin, maybe linked to the accent color themes. So I attempted to fix this too.
