Remove the create-github-app-token step since APP_ID and APP_PRIVATE_KEY secrets are not configured. GITHUB_TOKEN with issues:write and pull-requests:write permissions is sufficient for label management.

內容完整、可讀性高，特別是把 breaking changes、功能亮點、安全修補與 bug fixes 分層整理，對升級決策很有幫助。
我特別認同三點：
- 在前段就先標示 CLI 變更與 cron JSON 變更，降低升級踩雷。
- 條目有連回 upstream PR/issue，方便追溯。
- 用語一致，對繁中讀者友善。
小建議（不阻擋合併）：後續可在文末補一段「建議升級後驗收清單」（例如 channels 指令、cron status、Discord voice 行為），讓運維落地更快。
整體我認為可合併。
