Stack from ghstack (oldest at bottom):
Route load_checkpoints_file/get_last_checkpoint/save_checkpoint_async
through TrainingRunStore + storage_from_uri so checkpoint records work on
cloud roots, not just local paths. Public signatures are unchanged
(log_dir: str); only the file/JSON plumbing moves behind Storage.
