… <picture> replacement Defaults to true; when set to false via the filter, Tiny_Picture is not instantiated and images are not replaced. Adds WordPress-style DocBlock with @SInCE 3.7.0.

Also a start on documenting the filters and actions that tinify adds. This can be hosted on github pages. Started with the documentation of the new filter but will be adding more soon.
