Adds a focused arckit-build recipe for the 23 April 2026 UAE Cabinet framework on agentic AI — the headline 24-month / 50%-of-federal- services-by-April-2028 target announced by Sheikh Mohammed bin Rashid Al Maktoum. Distinct from the broader `uae-federal-ai` recipe: - ADRs reshaped around agentic architecture: agent orchestration framework, human-in-the-loop boundaries, foundation-model selection per classification tier, observability for autonomous decisions, rollback / kill-switch. - `UAE_ZERO_BUREAUCRACY` positioned as the framework-mandated process-redesign artefact (the framework specifically requires redesigning policies/processes around agentic execution, not bolting AI onto existing workflows). - `PLAN` + `ROADMAP` args carry `timebox=24-months target-date=2028-04-23 portfolio-target=50-percent-services-agentic`. - Uses the canonical doc-type codes from `config/doc-types.mjs` (NPRA, AICH, AUTI, CLAS, PDPL, CRES, UPASS, DSHR, DREC, ZBUR, IAS, FPRO) rather than UAE-prefixed aliases.
