Per the OpenAI model page the gpt-5.6 tiers expose a 1,050,000-token context
window made of 922,000 max input + 128,000 max output tokens; the AWS model
card states the same window rounded to "1M". The previous 1000000/1000000
pair was also self-inconsistent with max_output_tokens: 128000.

Also adds parallel_function_calling so all three gpt-5.6 tiers advertise the
same capability set (the AWS model cards are identical for Sol/Terra/Luna),
and cites the OpenAI model page that the exact limits come from.
