Remove EffectSuite.Provider in favour of SharedResourceSuite

The EffectSuite.Provider was meant to support tests defined with other effect types, such as Kleisli and OptionT. Instead of extending Provider, users can extend SharedResourceSuite and define custom test functions.

The Suite type seems redundant, as it is only used by the core runner. I doubt there are usages of Suite that don't extend EffectSuite.

The adaptRunError function was introduced to support other effect libraries, and is no longer used.
