Updated the "Dockerfile" to enable the "remoteip" module in Apache, which is needed for the Traefik migration. Without this change, the Apache configuratuon could not use the `RemoteIPHeader X-Forwarded-For` and `RemoteIPInternalProxy traefik-headless.traefik` directives necessary for the Shibboleth SP to correctly handle the user's IP address for Shibboleth authentication. Also needed to update the URL for retrieving the GPG key used to verify the Passenger Phusion package, as the existing URL no longer worked. https://umd-dit.atlassian.net/browse/LIBITD-2687
