docs: add judge evaluation package

Summary

• add root-level judge guide with a two-minute deterministic demo
• document expected output, proof tests, platform support, security properties, and honest release status
• add a prominent README callout so judges see it immediately

• demo completed with exit 0
• distribution probe returned vibebloat:dist:ok
• submitted E2E proof passed 2/2
• all relative judge-guide targets exist
• git diff --check
