loosely, it started under the W3C's HTML working group where Steve Faulkner created it. Then it became the web apps working group. Now it's under the ARIA working group.

dates could be found by spelunking the commit log. i can do that at some point if @ZoeBijl doesn't want to do it (which would be reasonable - because of mentioned spelunking)

ZoeBijl did not make IPR commitments for this group. To make the IPR commitments, ZoeBijl should join the Web Applications Working Group .

I just need to figure out where in W3C space I need to update this so that it asks for the ARIA IPR instead.
According to the New ARIA Charter we do state that this is adopted from the Web Apps WG.

@daniel-montalvo, @ZoeBijl needs to rejoin the group after the rechartering. Once it's done, you should be able to revalidate the check from https://labs.w3.org/repo-manager/pr/id/w3c/html-aria/537 and it should pass.
