Pull request overview
This PR adds a Korean translation of the project documentation and updates all existing README files to include links to the new translation. The pre-commit example version is also updated from 0.0.8 to the current 0.0.12.
- Added comprehensive Korean translation (README_KR.md) with full documentation coverage
- Updated translation navigation links across all 11 README files (main + 10 translations)
- Updated pre-commit hook example to reference version 0.0.12

The Korean translation link points to README_KR.md in the root directory, but the actual file is located at docs/README_KR.md. This will result in a broken link. The link should be updated to docs/README_KR.md to match the pattern used by all other translation links.
