Public gallery quality control #1311

Description

@amyjko

What are you trying to do that you can't?

Public galleries often have low quality content. There is no requirement to make a gallery public, and no incentive to ensure the gallery is high quality. This results in half finished, low quality galleries becoming public.

What is your idea?

Let's change the public gallery model to be curated. When someone requests a gallery be public, it should be added to the moderation section. If the mod believes it matches a particular leve of quality, then it appears in the public gallery. When a project in a public gallery changes, it appears in the moderation page, with an option of removing the gallery from the public listing.

We should explain that a public gallery could be removed at any time, for any reason.

We should then change the galleries page to explain how galleries become public, and if there are no public galleries, say so. The public galleries page should also randomly select public galleries to show, in random order, just to give equal visibility to public galleries. We should also add a public gallery search, which hits Firestore to check matching gallery titles and descriptions, and gallery project titles and descriptions.
