Bump @typespec/http-client-python catalog to >=0.34.2 and sync from upstream

Updates the @typespec/http-client-python catalog pin to >=0.34.2 <1.0.0 and syncs shared test cases from upstream http-client-python.

Changes

• Catalog: pnpm-workspace.yaml → "@typespec/http-client-python": ">=0.34.2 <1.0.0"; pnpm-lock.yaml resolves 0.34.2.
• Release-age gate: add @typespec/http-client-python to minimumReleaseAgeExclude. 0.34.2 was published within the minimumReleaseAge: 2880 (2-day) window, which would otherwise block CI installs. Mirrors Bump @typespec/http-client-python catalog to ^0.29.0 #4413.
• Submodule: bump core to the 0.34.2 release commit (ca92ba3d1, on microsoft/typespec main) so pnpm sync reads matching upstream assets.
• Sync: ran pnpm sync in packages/typespec-python — synced dirs already match upstream, no test-file drift.
• Changelog: chronus dependencies change entry.

Notes

• The submodule bump is required because pnpm sync copies from core/packages/http-client-python; leaving it at 0.34.1 would sync stale cases.
• pnpm deps check, pnpm sync:check, and chronus verify pass locally; submodule commit is an ancestor of upstream main.
