When you are offline Commands wich are marked LocalPropagation will still be applied. All commands executed will be persisted onto disc and sending will be started/resumed when you are back online again.
It is recomended that you enable LocalPropagation on Commands that change the GUI.
If you create Referenceables while offline they will be assinged special [ids] with the server id 0 eg (0,a5789e65) more on this here
