Explanation of Change
Documents the new CSV member import behavior introduced in #96456: when a People admin imports members from a spreadsheet and a row requests a role they can't assign (e.g. Workspace admin), the new member is now invited as a Member instead of blocking the import, and the success message confirms which members were affected.
