Explanation of Change

Companion help-site update for #91995, which removes the isProduction guard that gated the self-DM (unreported) splits feature. With the guard removed, submitters can now split unreported expenses in their self-DM in production.

The Split Expenses article previously stated that unreported expenses were excluded from splitting "but this functionality will be available soon." That caveat is now outdated, so the "Who can split expenses" eligibility line is updated to reflect that unreported self-DM expenses can now be split.

Verified against the live UI (web): in the self-DM, an expense's More menu shows a Split option that opens a working split editor.
