[v2] Reorganize semantic analysis code

• Extract the ir module into a separate crate slang_solidity_v2_ir in line with the separation between the cst and parser crates.
• Extract the CompilationUnit into a parent main crate which should serve as the user-facing crate to access the parser and the semantic analysis.
• Encapsulate the Binder and TypeRegistry into a SemanticContext which can be constructed in the semantic crate to keep the passes private.
• The File implementation is moved to the new main crate, but it implements an InputFile trait for the semantic crate needs.
• Refactor passes to be disposable single-file use, addressing this thread from [v2] Migrate semantic passes and port CompilationUnit #1577.
• Extract resolve_identifier_path used in both p2 and p3, addressing this thread from [v2] Migrate semantic passes and port CompilationUnit #1577.
• Address other two minor issues from [v2] Migrate semantic passes and port CompilationUnit #1577.
