This PR exports the
filterLogsfunction from thefilterspackage to make it available for usage on the nitro side. TheFilterLogsfunction doesn't need more testing for correctness asTestFilterstest infilter_test.goextensively covers it for different filtering criteria.Corresponding Nitro PR- OffchainLabs/nitro#3224
