- Add license file attribute (EPL-2.0) to package.xml - Add repository and bugtracker URL tags
Switch from osrf/ros:*-desktop to ros:*-ros-base for lighter CI images. Add Foxy (ubuntu-20.04) alongside Humble and Jazzy to the build matrix. Install colcon and git explicitly since ros-base does not bundle them. Add PIP_BREAK_SYSTEM_PACKAGES for PEP 668 compliance on Python 3.12+. Add ROS distro badges to README.
Foxy reached EOL; remove the CI workflow and badge.
