Release ARSAS 1.6.23 TCS smart finding fix

Purpose

Publish the merged TCS smart-finding regression fix from PR #143 as ARSAS v1.6.23 for immediate physical FAT retest.

Release contents

• canonical version 1.6.23 across VERSION, Directory.Build.props and application project metadata
• stable Windows publication request 11
• includes main commit 58d4b4b1ab7af9e3a8f9d44e13e24d8a91e65852
• restores bounded exact object-leaf recovery for pathless FAT references such as .TCS1Fail / .TCS2Fail
• keeps duplicate leafs ambiguous and near-name variants missing; no fuzzy matching
• includes selector + live-binding regression coverage from PR Fix FAT TCS smart signal finding regression #143

Publication sequencing

Release notes/landing metadata are intentionally not advanced in this PR. The verified Windows release workflow must first publish v1.6.23; post-publication synchronization will then update public release evidence without racing the binary publication.
