Use exact read-only RCB evidence in selected CID export

Summary

Completes the application side of the field fixes in masarray/ARIEC61850#36.

For live selected-RCB CID export, ARSAS now merges the exact configuration values collected by the existing read-only availability audit into the cloned export model before filtering to one RCB. This preserves the IED's real TrgOps, OptFlds, BufTm, IntgPd, RptID and ConfRev evidence instead of relying on incomplete broad-discovery text.

The engine change also fixes the real FileDirectory layout that caused FRA00019.cfg and FRA00019.dat to be collapsed into one CFG / Missing DAT / size unknown row. No additional file-transfer UI workaround is required; ARSAS consumes the corrected engine from main.

Expected field result

• the fault-record catalog shows the CFG and DAT companion files independently, with the returned paths and sizes
• Download selected opens and streams the actual remote paths
• a GI-only RCB remains GI-only in the generated CID
• a buffer-overflow-only OptFlds value remains buffer-overflow-only
• all availability reads remain read-only; no RCB reservation or write is introduced
