- Choy will revise FT2023-1 candidate release within the week of last meeting
- Anna will confirm with Enrico the need to have each IWXXM sub-package to be maintained in separate sub-directories in schemas.wmo.int
- The gist is to make sure that the decision is based on a clear understanding that benefits (ease of maintenance of the sub-packages) outweigh the efforts and risk of making the sub-packages standalone packages.
- Anna will prepare document on GitHub and development/approval workflows
- Apart from the workflow on tasks involving the use of GitHub covering repositories iwxxm, iwxxm-modelling, iwxxm-codelists and possibly iwxxm-translation, we may also want to mention the workflow on team's operation and interaction with WMO and ICAO (see the flow diagram discussed in previous meeting).
- Team invite Anna, a workflow expert, to give an initial workflow framework on wiki pages for members to contribute.

Amendment 81 issues - Discussion on the work involved in the preparation for public consultation (Team)
- Choy reminded all that there were two State letters issued recently on amendments to Annex 3:
- AN 10/1-23/1 issued on 26 Jan 2023 was on the proposals made by METP. This is where we could find the revised/new requirements for IWXXM
- AN 2/36-23/6 issued on 13 Feb 2023 was on the proposals made by IMP regarding the inclusion of enabling clauses for the provision of MET information via information services over SWIM. There is no corresponding change for IWXXM
- Changes to IWXXM (VONA, QVA, SWA and VAA) - See analysis
- Choy prepared a list of questions with regard to re-factoring of the VONA TAC template for IWXXM, as well as the sharing of common descriptions (e.g. volcanos, etc.) by IWXXM reports of VONA, QVA and possibly future reports, and is pending availability of WG-MOG members for a discussion.
- Choy presented the analysis on necessary changes to IWXXM in association with the proposed changes to the TAC templates of SWA and VAA. He will, as Anna urges, post the details onto respective GitHub issues raised earlier on for follow ups. Choy invite the team to review the analysis and provide feedback in about a week's time, after which he will prepare draft revision to the schemas for the team's further examination.
- Creation of new WMO Abbreviated Headers for exchange of IWXXM VONA and QVA on ICAO AFS
- The team was reminded that WMO no longer needs the Abbreviated Headers after migration to WIS 2. Therefore a discussion between WMO and ICAO would be required to confirm whether WMO would continue to maintain those parts of the headers specific to aviation on behalf of ICAO or otherwise.
- Choy to open an issue on GitHub on this topic. The short term goal is to make sure that there are headers for both TAC and IWXXM forms of VONA for exchange over AFS by Nov 2024 and IWXXM form of QVA by Nov 2025. The long term goal is to identify the responsible party for maintenance of the headers and their future evolution as well as the associated workflow.
- Arrangements to distribute publication news on ICAO side
- Understood that Matt Wagner, the co-lead on the associated activity in WG-MIE, is busy. In view of the upcoming need to promulgate the publication of IWXXM 2023-1 and the conduction of a publication on changes involving Amendment 81, Choy will seek Matt's view on providing a helping hand to kickstart the discussion asap.

- On-going populating new examples in wmo-im/iwxxm-translation (Mark, Jan and Dmitry)

- The meeting discussed the need to fix bugs (e.g. those in schematron) in older versions of IWXXM. The meeting had discussed that:
- From the perspective of "means of compliance", using older IWXXM versions may not be able to comply with the latest applicable Annex 3 amendment
- However, ICAO allowing States to "file differences" effectively giving them an opportunity to officially produce information in older IWXXM versions not compliance with the latest applicable Annex 3 amendment
- Furthermore, the new versioning scheme starting from IWXXM 2021-2 cuts the tie between the versioning of IWXXM and its sub-packages (in other words there will be multiple versions of IWXXM having the same version of TAF), which means an older version of IWXXM may still have sub-packages in compliance with the latest applicable Annex 3 amendment
- Some members were of the view that fixing schematron bugs, as long as it does not affect the representation of instances involved, should be allowed. The only issue is how to publish the updated rules, as well as the formulation of associated updating and approving workflow.
- The meeting invite Mark to open an issue on GitHub to continue discussion with a view to prepare a paper to inform WG-MIE on our views. At the same time Choy will prepare a fix to the schematrons for IWXXM 3.0 and post it along with the issue discussions for those who are still using this version
