Already added roles not visible in GW environment issue

Purpose

• This pull request resolves the issue where roles that were already added are not visible in the gateway environment when attempting to update the gateway environment. It also addresses the issue of roles being replaced instead of appended during the edit functionality.
• Resolves: Already Added Roles Not Visible When Editing Gateway Environment in Admin Portal api-manager#3549

Approach

• A state variable called roles is used to track the roles assigned to a gw environment.
• When the edit button is clicked, the existing roles are displayed using roles state variable.
