Breaking the system into modules (described as Milestones in the graphics below) allows the Forest Service to see results quickly, reduces risk on each module, and delivers a service that meets the needs of users.

This Modules deck includes a set of possible modules to follow the planned milestones. The Forest Service will consider the best strategy for additional scaling, weighing the distinct benefits, costs, and dependencies represented by each dimension of scaling.

Dimensions of Scaling in action:
- The Christmas Trees module is an example of prioritizing the "More permit types" dimension
- The Special Use Scale-up is an example of prioritizing the "More forests" dimension
- The Modules deck primarily focuses on the “More features” dimension (and a bit of “More permit types”)
